A special education teacher is asked to administer a new assessment instrument that has been ordered by the district. This teacher has never administered this instrument before despite having a good, solid background in educational assessment. S/he should
 
  A. refuse to do the assessment on ethical grounds.
  B. practice on special education students.
  C. read the test manual thoroughly and carefully review the test items prior to its administration.
  D. administer the test only after attending a workshop on the new instrument.
