An ideal response would be:
In New England, citizens do not only vote for members of the town board and other officers; in at least 1,000 towns, they also participate in annual town meetings. The New England town meeting is the most complete example of direct democracy; voters participate directly in making rules, passing new laws, levying taxes, and appropriating money.
