Since the end of World War II, there has been a major expansion in the number and size of public community colleges, which typically receive funds from local as well as state governments and which allow students to attend the first two years of college or receive a technical education in their own communities.

Most of the growth in federal grants as sources of revenues for state governments has come from Medicaid, a federal program that provides health coverage for low-income individuals.
