An ideal response would be:
A tax graduated so that people of higher incomes pay a larger fraction of their income than people of lower incomes is called a progressive tax.
A tax on the privilege of severing such natural resources as coal, oil, timber, and gas from the land is called a severance tax.

An ideal response will be:
De facto segregation is defined as the racial or social class separation in public schools that exists because of the fact of where people live rather than by legal requirements.
