An ideal response would be:
A good tax may be one that is easy to administer fairly; one that does not burden individuals and corporations with a lot of extra paperwork and activities; one that does not demand enormous and intrusive governmental agencies to ensure compliance; and one that does not allow some people to avoid paying their taxes.
