A merit system is a system where public employment hiring and promotion are based on demonstrated skill, training, and performance rather than on political patronage.
Merit systems are generally administered by an office of state personnel, which prepares and administers examinations, provides lists of job openings, establishes job classifications, and determines salary schedules.
