What is the relationship between the Central Intelligence Agency (CIA) and the various other agencies that comprise the U.S. intelligence community?
 
  a. By law, the CIA operates without consulting the other agencies in the intelligence community.
  b. The CIA is in charge of the various other agencies in the intelligence community.
  c. The CIA does not always share its intelligence with the other agencies in the intelligence community.
  d. The CIA has primary responsibility for gathering intelligence, but the other intelligence agencies have primary responsibility for acting upon that information.
