Decentralization involves the federal government giving greater independence and authority to states or regional and local offices that are more closely connected to local issues and client populations.
2, The main argument in favor of decentralization is that smaller agencies, which are more closely connected to local problems, can be more efficient and effective.
4, The main argument against is that it would lead to inconsistent standards and treatment for people in different parts of the country.
