1, Explain that the Rules Committee decides how a bill will be debated on the floor, by the full House membership, following subcommittee review and markup.
2, State that the House Rules Committee is unique to the House of Representatives without a direct parallel in the Senate.
3, Explain that every bill must pass through a Rules Committee, which establishes rules regarding the consideration of the legislation; this helps streamline the process and make things fair.
4, Note that the majority party obtains a huge advantage in pushing through its legislation and thwarting the intent of opposition bills.

An ideal response will:
1, Define the elastic clause, a provision of the Constitution (Article I, Section 8) stating that Congress has the power to make all laws necessary and proper to implement any of the other powers mentioned in the section; it suggested that many congressional powers were implied rather than spelled out in detail.
