Answer to Question 1

An ideal response will:
1, Acknowledge that the Constitution produced a limited form of government.
2, Note that the overall objective was to produce a strong stable central government.
3, Indicate how citizen participation is limited: Electoral College, Senate term lengths, Senate indirect voting, lifetime appointment of federal judges.
