1, Explain that judicial decisions or opinions have no independent force or effect.
2, Discuss the process of judicial implementation whereby a judicial opinion is actually translated to public policy.
3, Explain delays in judicial implementation of controversial decisions.

Answer to Question 2

An ideal response will:
1, Define stare decisis as a doctrine that urges courts to follow their prior decisions in later cases.
2, Explain that courts will depart from stare decisis when it is justified.
