Answer to Question 1

An ideal response will:
1, Explain that in a criminal case, the government brings a case against a defendant for violation of a criminal code.
2, Explain that in a civil case, an individual or institution brings a case against a defendant for a private wrong.

Answer to Question 2

An ideal response will:
1, Discuss how a case may not be ripe for consideration if an actual harm has not yet arisen. The doctrine is intended to prevent the courts from entangling themselves in abstract disagreements over administrative policies.
