Answer to Question 1

An ideal response will:
1, Note that review by the Supreme Court is discretionary and not automatic.
2, Explain that in order for a case to be heard by the Supreme Court at least four justices must vote to hear the case.

Answer to Question 2

An ideal response will:
1, Discuss how the economy was in bad shape and many Americans were out of work.
2, Discuss how the stimulus was necessary to help create jobs.
3, Discuss how the stimulus was necessary to improve economic productivity and keep the country from falling deeper into a recession.
