An ideal response will:
1, Define redistricting as the drawing of boundaries around legislative districts, and gerrymandering as where the majority party in Congress draws lines around districts in such a way as to maximize the number of seats that party will win.
2, Explain that gerrymandering is in reality a form of redistricting. Redistricting relies on U.S. Census data, whereas gerrymandering is a political move from whichever party has a majority in Congress.
