Answer to Question 1

An ideal response will:
1, Define bicameral as an institution consisting of two chambers.
2, Explain the length of terms that the House and Senate have, and how the differing term lengths affect relations with constituents. The House has shorter terms and more face time with constituents, while the Senate has longer terms and more freedom of judgment. Founders saw the House as the People's Chamber, whereas the Senate was supposed to be more reflective and deliberative.

Answer to Question 2

An ideal response will:
1, Define filibuster as a procedure by which senators delay or prevent action on a bill by making long speeches and engaging in unlimited debate, and cloture as a mechanism by which 60 or more senators can end a filibuster and cut off debate.
2, Explain how the makeup of the Senate dictates whether a filibuster works and delays the bill, or whether the 60 votes to cloture can be achieved.
