1, Describe a nondecision as a decision not to consider a particular issue or incorporate it into the policy agenda.
2, Provide at least one example of a nondecision, such as Crenson's study of air pollution or Gaventa's study of miners.
3, Explain the fact that nondecisions reflect two ways that interest groups wield power: through the use of inaction and through internalization of powerlessness by groups that fail to organize.
4, Note that the traditional focus on actual decisions tends to overlook these forms of power.
