1, Explain that African Americans were deliberately excluded from the political system for much of American history.
2, Note that the lack of African American participation was not because they were satisfied with the status quo or did not believe politics was relevant to their interests.
3, Discuss the fact that the exclusion of particular groups from politics is a challenge to the theory of pluralism.

An ideal response will:
1, Discuss how lobbying the executive branch may involve trying to influence White House personnel, however more often, this type of lobbying involves trying to influence executive branch agencies.
2, Discuss a strategy that involves trying to influence agencies. The strategy is to target the agencies that are responsible for implementing the law. For example, these agencies might put laws into effect that are designed to protect the environment. This can impact how the law is put into place, how future budgets are allocated, and how policy agendas are promoted.
