The theory of pluralism assumes that government policy reflects the balance of competing interest groups. What are the strengths and weaknesses of this theory?

An ideal response will:
1, Identify one or more strengths of pluralism, such as the fact that the theory highlights the importance of interest groups in policy making and explains the dynamics of interest group competition.
2, Identify one or more weaknesses of pluralism, including the fact that groups do not always form in response to grievances and that wealthy interests tend to predominate.

Answer to Question 2

An ideal response will:
1, Discuss how in order for groups to form, they must have someone to organize them. Pluralists argue that a disturbance allows groups to form. Formation may also require overcoming collective action problems.
2, Discuss entrepreneurs, who are individuals who start or manage a group.
3, Discuss patrons, who provide resources to groups to get them started. They may work with entrepreneurs to start the group, or they may start the group themselves but let others manage it.
