Answer to Question 1

An ideal response will:
1, Describe grassroots/outside lobbying as a technique that places pressure on elected officials using group members and/or general public opinion.
2, Provide at least one example of grassroots/outside lobbying: petitions, letter-writing campaigns, protests and demonstrations, and/or use of the mass media.
3, Explain the main difference between grassroots and direct lobbying, which is that grassroots lobbying relies on public/external pressure and does not require inside access, whereas direct lobbying of members of Congress depends on building personal relationships with congressional members and does require groups to gain inside access.
