1, Define the paradox of political participation as the fact the people participate in politics even though the impact of an individual's participation would seem too small to matter.
2, Explain how the paradox of participation provides insight into how voters evaluate the costs and benefits of voting. For example, the cost of a hiring a babysitter in order to go vote may be smaller than the benefit of lower taxes.
