Consider the Unresolved Debate . According to political scientists, why do PACs have minimal influence on legislative decisions?

1, Define political efficacy as the belief that one's actions matter in politics.
2, Discuss a student's perceived level of efficacy and connect it to a discussion of the costs and benefits of voting, as discussed in the text.
