1, Highlight that an active and aggressive campaign will deliver a higher turnout rate among partisans, party loyalty among partisans, and higher vote among weak partisans and independents.
2, Explain why these positive election results are caused by active and aggressive campaigns using examples, such as advertising, using direct mail to campaign, and organizing a get-out-the-vote campaign.
