An ideal response will:
1, Note that American Indian tribes have their own unique political status in the United States. They are considered sovereign nations.
2, Describe how this unique status gives tribes the ability to make public policies that might otherwise be inconsistent with state law. For example, tribes might permit casino gambling even though it would otherwise be inconsistent with state law. In addition, tribes are exempt from some state and federal laws and regulations.
