An ideal response will:
1, Define dual citizenship. As a U.S. citizen one has the same rights as other citizens. As a citizen of a state, one may have different rights than someone in another state.
2, Describe Barron v. Baltimore (1993). The Supreme Court agreed that Barron was injured by Baltimore, but he wasn't entitled to compensation since Baltimore was protected by Maryland state law.
3, Provide an opinion on whether or not the Barron v. Baltimore (1993) ruling was fair and include a justification.

Answer to Question 2

An ideal response will:
1, Explain that the privileges and immunities clause is part of the Constitution.
2, Explain that individual states must treat citizens of all other states similarly to their own.
3, Explain how the Tenth Amendment functions to define state power (reserved powers) and that the commerce clause and the full faith and credit clause both function to regulate actions between states and their citizens.
