1, Explain that privatization has been occurring for several years and is used by different government entities for different reasons. The recent trend has been a 37 percent increase in the federal use of contractors from 2005 to 2010.
2, Note that the Department of Defense employed Halliburton to feed and house soldiers and rebuild oil pipelines in Iraq. NASA used private contractors to build and maintain its shuttles. Some agencies privatize payroll and dining services.
3, Explain that there are both advocates and opponents of privatizing government functions, with advocates claiming that privatization will make government more efficient, and opponents claiming it reduces government accountability.
