An ideal response will:
1, Discuss how interest groups lobby the executive branch because executive departments, agencies, and regulators often have a great deal of discretion in implementing policies. This means that the interest can potentially influence how a policy is put into place.
2, Describe how the interest group representatives can convey technical information, provide research, help limit criticism, and demonstrate how what the group desires is good policy.This could be beneficial to the executive branch.

Answer to Question 2

An ideal response will:
1, Explain that pluralism is based on the notion that government is heavily influenced by the demands of interest groups.
2, Discuss the process by which groups compete with each other. Given that the political system is open, groups are able to form and compete with one another, and government decisions reflect the balance of competing interests.
3, Note that pluralism does not assume that one set of interests is always dominant; the political system is presumed to be open to all kinds of interests.
