An ideal response will:
1, Detail the problems under the Articles of Confederation, including the inability of the national government to levy taxes or to fund Revolutionary War debt, monetary problems, and problems with interstate commerce.
2, Discuss the role of civil uprisings and disorder like Shays's Rebellion.
3, Recognize that the original purpose of the convention was to strengthen the Articles of Confederation.

Answer to Question 2

An ideal response will:
1, Define random sampling and validity.
2, Explain how telephone surveys prevent random sampling or are unable to equally sample relevant population groups. This may include issues such as certain representative groups not having landlines, the problem of caller ID, or cell phone usage.
3, Present possible solutions to these problems, such as population weighting.
