1, Explain the perspective that the poor are lazy.
2, Explain the perspective that the poor are victims of circumstance.
3, Discuss how differences in perspective lead to different policy preferences.For example,Temporary Assistance for Needy Families was heavily influenced by the perspective that the poor are lazy.
4, Illustrate how those differences are reflected in the choices of liberals and conservatives.Conse rvatives tend to believe that means-tested welfare programs only discourage people from working. Liberals are more likely tosee these programs as helping people weather difficult circumstances.
5, Discuss how Paul Ryan's perspective is also influenced by the belief that poverty is caused by laziness and that government should encourage the poor to pull themselves up by the bootstraps. Ryan urged cuts to social welfare programs, arguing that they lull able-bodied people into livesof complacency and dependency, which drains them of their very will and incentive to make themost of their lives.

1, Indicate that terrorism is usually waged by nongovernmental actors while traditional military action is used by governments.
2, Describe how terrorism is designed to effect public policy change through violence aimed to intimidate and frighten, while traditional military action is designed to effect change through the use of force.
3, Note how terrorism tends to target civilians while traditional military action tends to target soldiers.
