What is administrative discretion? Suppose you are a police officer who believes that the recreational use of small amounts of marijuana does not pose a significant risk to the user or to the general public.

2, Describe how the police officer could use administrative discretion to be lenient on small-time marijuana users. Rather than issuing a citation or arresting the user, the officer could instead issue a formal or informal warning or ignore the infraction altogether.
