1, Describe a fee-for-service health insurance policy as one in which a policyholder pays an annual premium and is then entitled to have the insurance company pay a certain amount of each medical service obtained during the year.
2, Explain that under this system doctors are paid by the service and are therefore incentivized to order procedures and servicesthat are unnecessary or not worth the expense.
