2, Discuss the overbuilding of medical facilities in the United States, including competition among facilities that leads to duplication of expensive equipment in urban areas.
3, Discuss how the fee-for-service insurance programs encourage physicians in the United States to sometimes order unnecessary tests, which adds to health care costs.
4, Explain how there is no single entity responsible for keeping costs down. In other democracies, the government as the sole provider of health care is responsible for managing costs.
