An ideal response will:
1) Recognize that the Federalists wrote the Constitution and therefore had a profound impact on it.
2) Explain how the Anti-Federalists succeeded in adding the Bill of Rights to the Constitution to more fully protect individual liberties.

An ideal response will:
1, Define the two types of grants.
2, Show how categorical grants are structured to restrict usage of funds. Contrast the restrictions of categorical grants with the inherent discretion allowed the states by block grants.
