Answer to Question 1

 Phonological awareness: the awareness of the sound structure of oral language
 Phonemic awareness: the awareness that spoken words are composed of individual sounds or phonemes
 Phonics: the relationship between sounds and letters in written language

The instructional sequence now recommended by research is to begin by helping children build the basic concepts of phonological awareness, then move toward helping children develop awareness that words are composed of phonemes, and finally help children develop awareness of lettersound associations.

Answer to Question 2

a) Accountability: Districts and schools are compared across communities, and the question is posed: Are they meeting state standards or benchmarks?

b) Identify children who are not benefiting from instruction and refer for special education or additional services.

c) Program evaluation and progress monitoring: Is the curriculum accomplishing the goals established by the program? Are instructional strategies appropriate?

d) Inform teachers of students' instructional needs on both a group and an individual basis.
