It implies that something primitive is both inferior and earlier in a chronological sense.
There are other terms that can be used in its place.

Invention is a new combination of existing cultural features; innovation is change
brought about by a recombination of existing cultural features; and cultural diffusion is
the spreading of a cultural trait from one society to another.
