Answer to Question 1

ANSWER:
They have no centralized government to coordinate the event, they have too few food supplies to sustain it, they do not control land boundaries, and they are less likely to develop hostility with each other.

ANSWER:
They are social problems, political motivations, moral objectives, and perceived threats.
