Answer to Question 1

The government wants the indigenous people to survive with their reindeer herds, but they want to regulate how many animals they have and how much land they use to make it more efficient as they see it.

Answer to Question 2

They include high population growth, high levels of urbanization, political instability, and power of multinationals, etc.
