These are social help (mutual aid) groups that develop along lines of association (such as labor unions) or along kinship or ethnic lines. They can help with care, marriage arrangements, loans and scholarships, etc.

Answer to Question 2

They do. There are hundreds of sweatshop garment workers in New York City today.
