Answer to Question 1

This includes agitation in colonies, blood debt owed to colonies, lobbying by U.S. and USSR, changing world economy, etc.

Answer to Question 2

The goals were to create a subservient subject class in the colonies. The primary group of children in the school system was that of native elites.
