This is s term from the legal processing for political asylum in the U.S. Refugees must prove a well-founded fear that they are being persecuted in their home countries on the bases of membership in a particular social group, race, religion, nationality, or political opinion.

This primarily occurs through law, education, and media, and also recognition of diversity in its cultures.
