Not every Muslim interprets modest dress to include wearing a veil. In some countries (such as Tunisia), it is highly discouraged by Muslims, while in other countries (such as France), it may be outlawed. It is a political, social, and religious symbol of gender.

It is a head covering some Muslim women wear as part of modest dress.
