It is the point at which an individual is considered to be a human being and a member of human society. It is often more highly marked than biological birth.

Answer to Question 2

Tylor's is like a laundry list of characteristics of different types of practices; the definition more commonly used today is open-ended and describes culture more as a way of adapting. Both definitions attempt to describe behaviors and beliefs that are uniquely human.
