Who - researcher needs to know about his respondents. Without knowing the who, questions may be irrelevant or inappropriate. What - the researcher needs to focus on what info he needs for how he will use it -otherwise the information will be irrelevant. How - the researcher needs to decide the appropriate format of the survey. A short pilot
run is always a good indication if the survey is appropriate.
