Answer to Question 1

ANSWER: Teleconnections are types of interactions between widely separated regions that are identified through statistical correlations. Using this type of information, the Climate Prediction Center can issue a seasonal outlook months in advance. Forecasts using teleconnections have become increasingly useful.

Answer to Question 2

ANSWER: With such little information, it would likely be best to make a persistence forecast, which is simply a prediction that future weather will be the same as present weather. If it is snowing today, a persistence forecast would call for snow through tomorrow.
