RATIONALE: Today, South Africa's GDP (PPP) is 12,700 (similar to that of Brazil), but there is still a huge economic gulf between the haves (mostly whites) and have-nots (mostly blacks). There remains a large black underclass, and an overall unemployment rate of 25 percent (50 percent among youth ages 1524) fuels an ongoing epidemic of petty and violent crime, especially in the cities.
