RATIONALE: Western donors began attaching more strings to loans as means of promoting democracy. African leaders were told that if they did not institute democratic reforms, hold fair elections, or improve bad human rights records, their countries would no longer be eligible for devel-opment aid or lending programs. Often the leaders made just enough concessions to win the aid without instituting real reforma phenomenon known as donor democracy.
