African leaders were told that if they did not institute democratic reforms, hold fair elections, or improve bad human rights records, their countries would no longer be eligible for devel-opment aid or lending programs. Often the leaders made just enough concessions to win the aid without instituting real reforma phenomenon known as donor democracy.
