Why does the sun and moon both appear to be higher than they really are along the horizon?

Which condition would be equivalent to an air temperature of 45F, a wind speed of 30 mi/hr, and a wind-chill equivalent temperature of 15F?

Answer to Question 1

Light rays from the lower part of the sun (or moon) are bent more than those from the upper part, the sun and moon both appear to be higher than they are causing both to rise about two minutes earlier and set about two minutes later than they would if there were no atmosphere.
