Which of these numbers represents the lower limit, or lower estimate,
  of sea-level rise? What will be an ideal response?

The estimate that accounts for a change in ocean surface area (a 66-m sea-level rise)
represents the lower limit.



Answer to Question 2

The estimate that does not account for a change in ocean surface area (a 68-m sea-level
rise) represents the upper limit.
