Logically, the warmer the water, the more tropical cyclones should occur.
  Why do you think the number of tropical cyclones on the graph actually
  decreases for temperatures above  C? What will be an ideal response?

Answer to Question 1

Only a small portion of the ocean surface averages 30 C or greater, and this usually
occurs at the equator or in shallow water. Warm water to a depth 50 m or more is
required to form and sustain a tropical cyclone.
