Why dont tropical cyclones form very near the equator? What will be an ideal response?

In the Northern Hemisphere, does a tropical cyclone generally follow a
  clockwise path or a counterclockwise path? What will be an ideal response?

The Coriolis eff ect is too weak to create the needed rotation.
