Answer to Question 1

These areas are over the oceans and are between 5 and 30 latitude. Formation points
are symmetrical between the Northern and Southern Hemispheres elsewhere. The
SE Pacifi c and S Atlantic Oceans are at the same latitude as other areas that produce
tropical cyclones, so it seems unusual that tropical cyclones do not form there.
